What does sovereign mean?

The AWS European Sovereign Cloud is a completely independent cloud infrastructure with its own European governance structure, local leadership, and EU citizens in all operational roles.

4 Pillars of Sovereignty:

Data Residency & Control

You require clear and enforceable control over where data is stored, who can access it, and which legal framework applies. This encompasses both content and metadata.

Operational Autonomy

The ability to independently control, operate, and maintain your digital infrastructure – ideally through local personnel, local governance structures, and local supply chains.

Legal Independence

Your digital operation must be subject to the laws of your own country or region and must not be exposed to any foreign influence.

This includes avoiding hidden dependencies caused by corporate structures or cross-border legal risks.

Verifiability

Sovereignty must be auditable. This means that technical control mechanisms (such as encryption, access protocols and isolation), organizational structures, and legal constructs must be transparently implemented and externally verifiable.

As a standalone AWS Partition, the ESC is as independent from the global AWS infrastructure as AWS China, thus offering a completely self-contained cloud.
